State of Karnataka has emerged as the most preferred destination for investments by leading Indian and
global multinationals, especially in the last decade. The City of Bengaluru has emerged as the IT,
Biotech, Startups and deep tech capital of Karnataka and India and it hosts 400+ out of fortune 500
companies in its premises. Inspired by the growth of Bengaluru, other cities in Karnataka are also gearing
up to become the next best destinations for technology and innovation.
Supporting strategic policy interventions like creating a dynamic ecosystem with sharp focus on
infrastructure development, increasing the talent availability and enhancing market access has been a key
focus for our Government. Government of Karnataka has established the Karnataka Digital Economy Mission
(KDEM) to bridge the gap between industry and government and to enhance tech ecosystem in the State. KDEM
envisions to harness the unlimited potential of the digital economy of Karnataka by focussing on IT
Products and services, BPM and GCC Promotion, Innovation & Startups, ESDM, programs like Beyond Bengaluru,
and Talent Accelerator; and contribute largest share in the Hon'ble PMs vision of USD 1 Trillion digital
economy of India by 2025-26.
KDEM's Beyond Bengaluru initiative is aimed at working towards the promotion of emerging technology
clusters in emerging tech clusters across the State. It is expected that such initiatives will lead to
increasing demand from tech-based industries to strengthen their footing in the emerging tech clusters of
the State in line with Hon'ble PMs vision of even growth across the country.

Karnataka is globally recognized as the Information Technology (IT), Biotechnology (Bt), Research and

Karnataka Innovation and Technology Society (KITS)
Karnataka Innovation and Technology Society (KITS) helps the Department of Information Technology and
Biotechnology in facilitating and promoting the Information Technology and Biotech sectors in the state.
KITS acts as a synergic liaison between Industry and Government, providing secretarial services to the
State IT and BT projects, making it the linchpin for providing all basic information that facilitates the
establishment of IT & BT Industries in the State. It is the nodal agency for implementing the decisions of
the Vision Group on IT and the Vision Group on BT.
KITS also focuses on tapping Karnataka's large IT talent pool, functioning as a key driver for augmenting
foreign investments and collaborations, to enhance skill development, mutual industry facilitation and
encourage startups and MSMEs.
Karnataka in general and Bengaluru in particular has witnessed heady growth in IT and BT sectors from
early 2000. The coming decade promises even more growth, with the maturity of the IT and startup
ecosystems in Bengaluru City, which is consistently ranked among the Top 30 Global Startup Ecosystems in
the World.
The Karnataka Digital Economy Mission promises to harness the unlimited potential of the
digital economy of Karnataka to transform the lives of the people in the state. The IT ecosystem not only
uplifts lives of professionals in the industry, but also powers millions of other ancillary jobs across
other industries. KDEM will help guide growth and investments in Five core sectors. An advocacy council
will be set up for each vertical which will guide the management in its goals. A vision document will help
provide the strategy for each vertical along with implementation roadmaps.

HDB cluster-accelerating deeptech?

Concept Note: India is witnessing a boom in deeptech startups,
especially in cybersecurity,
quantum computing,
artificialintelligence
(AI) and semiconductor. According to the latest report by NASSCOM, the country is home to
more than 3,000 deeptech startups, with a cumulative
growth of 53% in the past 10 years. However, the deep tech start-up ecosystem faces multiple

Unlocking Engineering Research & Design (ER&D) for Make-In-India
market is expected to grow at a compound annual growth rate (CAGR) of 12-13 per cent to reach
USD 63 billion by 2025, according to industry body.
According to a recent study by management consultancy Zinnov, hiring in R&D domain is
expected to grow by 15 per cent this fiscal. The study suggests that operating cost of R&D
centres in India has gone up by 9 per cent. Despite this, operating cost in India is still 25
per cent lower than in China. This projects the emerging tech clusters of India (Tier-II
locations) as they offer up to 40-50 per cent savings on cost.
With a 10 to 15 per cent growth expected in the next couple of years in R&D in India, this
session moots over strategies & initiatives that have been taken up in the cluster to
promote Make-In India and hence ER&D.
